Child protection and the prevention of child abuse is an across government initiative and a shared community responsibility.  This policy recognizes that the best interest of children will be met by collaborating with or engaging the expertise of other government agencies or non-government departments in accordance with existing protocols.

             The Department of Education is committed to the care, safety and protection of all children attending public schools.  This responsibility extends to the identification and timely response to concerns regarding the possible sexual, physical, psychological and emotional abuse or neglect of a child.

            Article 218, 220, 233, of the family Code of the Philippines and PD 603, gives the schools, its administrators and teachers, or the individual, entity or institution engaged in child care the special parental authority and responsibility over the minor child while under their supervision, instruction or custody.  Authority and responsibility shall apply to all authorized activities whether inside or outside the premises of the school, entity or institution.

            Deped shall therefore ensure that our schools are conducive to the education of the children.

The best interest of the child shall be the paramount consideration in all decisions and actions involving children.  Teachers are their substitute parents and are expected to discharge their  functions and duties with this in mind.
