In the K to 12 curriculum, the TLE courses are taught based on the learning outcomes and performance criteria stated on the Training Regulations (TR) from Technical Education Skills and Development Authority (TESDA). They are TR-based. This is necessary to prepare the K to 12 graduate for lucrative work, and to earn a National Certificate (NC) I, II or even an NC of higher level that is required by industry. This he/she earns after passing an assessment given by TESDA.  To ensure that the K to 12 high school students (Grade 9 to 12) pass TESDA assessment and obtain an NC, teachers must see to it that teachers teach the TLE course in accordance with the performance criteria and learning outcomes laid down in the TESDA Training Regulations.

Despite of the frameworks on how TLE will be taught as well as the guide to the curriculum, and the identification of subjects within a skills area, modules for Grade 11 are not yet developed and deployed to SHS. Teachers of TLE should come up with their own course contents or devise their own teaching materials for as long as it is within the parameters of set objectives and competencies set in that subject area. Because of this problem, the teachers considered to conduct a development of module for one subject area in the Agriculture and Fisheries Arts (AFA) which is Crop Production. There is no module yet for this subject for Grade 11 so it would be very beneficial to teachers of Crop Production if a module would be developed for Bataan National High School. The Module developed is designed as a teacher-assisted learning kit or a self-learning kit on Crop Production competencies that a Grade 11 TLE ought to possess. It should provide intermediate course on crop production which helps the student earn a National Certificate (NC) I or NC II in Grade 11 or 12.
