Education reforms in public schools have been proposed through Schools First Initiative. Under this program all sectors in the community shall give support to and share their resources with the schools. This arrangement allows the schools to benefit from the active involvement of parents, local government executives and community leaders in the running of its affairs.
With SFI paving the way for the management of schools by the different sectors in the community, school shall be allowed to take full advantage of local resources available for education. Stronger participation and involvement of the Parent Teacher Associations (PTA) is likewise given strong emphasis in SFI.
The management of schools in the local community level is made possible with the creation of the School Governing Council. This will serve as the policy-making authority of the school. The day-to-day operations of the school shall still be managed by the principal or school head.
