        The reality that we face today in the field of education is daunting when the government has closed the systems, including schooling because of the outbreak of COVID 19 from Wuhan. It is an attempt to slow down the community transmission of the disease.

        The program design for school-community partnerships using information and communication technology has also become a challenging and critical issue because distance learning modes via the internet, TV or radio broadcasts were ordered. It involves online classes, printouts, and lessons broadcast on TV or Radio and other social platforms. However, not all learners have the capability to access computers and other digital tools at home to make their blended learning worthwhile. There are major concerns that every school needs to consider in this kind of learning approach. Parents or guardians’ top worries here are money for mobile load, lack of gadgets, poor internet signal, struggle of learners to focus and study online and lack of knowledge on the side of the parents with their children’s lessons. Even though most of the schools are equipped to utilize various ways in dealing with the new concerns for remote learning, there is still a chance that educators may not be able to impart the most basic skills needed.

        Learning and teaching in all levels using ICT have been subject to profound change in the recent school year. The effect of curriculum reform has been to transform the way the programs are developed adding significant new demands to the learning and teaching roles of individual faculty members and the teams on which they serve. To address the issue of program design, a shared responsibility is delivered among stakeholders. The importance of collaboration in learning design using technology and information should be coupled with methods, processes, and interactions to properly capture the product of efforts. All schools can use the learning synchronously or asynchronously to build the programs. Modules are connected to subsequent modules so that all learners can complete their duties as they engage with their new tasks.

        The Knowledge Management (KM) which is the process of capturing, distributing, and effectively using knowledge was driven primarily by information technology. The desire to use the internet in the field of teaching is part of the stage that has been worked out. The use of a horse breeding metaphor was described as “by the internet out of intellectual capital,” the sire and the dam. The idea of intellectual capital (knowledge) coupled with physical resources, capital, and manpower would be fueled for growth and development to provide justification, framework, and seed. The availability of the internet would be a factor for the management to connect with the community for consultation. In this way, sharing knowledge across the organization will be done more effectively. The implementation of new technology is the first objective of knowledge management to accomplish more efficient use of information and knowledge.
