The Department of Education adopts research endeavor through the Basic Education Research Agenda. It affirms the fact that education is a never ending learning. In the words of Herman Hendricks, the author of the book Teaching to Change Lives; “ if you stop learning today, you stop teaching tomorrow.” These words further affirm the truth that you cannot give what you don’t have.
A teacher must always strive to learn. By this fact, research is undeniably an important aspect of learning. Hence, the DepEd clarifies that it is not only a learner-centered government institution; it is also an organization that constantly incorporates the learning process in implementing education policies and programs. This statement highlights the importance of other elements of learning, aside from the learners.
With this point doing research is an essential task to upgrade every factor that contributes to an effective and reliable teaching learning process and environment; hence, holistic.
By adopting a research agenda vis a vis advocating a culture of research, the department strengthens its mission through its research thrust.
This research agenda will further improve the policies. It will make the decision making responsive to the needs of our time. The response to the needs will promote timeliness, reliability, viability and validity. Timely and accurate research will produce an educative process that will realize the DepEd’s mission that: Teachers facilitate learning and constantly nurture every learner. Administrators and staff, as stewards of the institution, ensure an enabling and supportive environment for effective learning to happen. Family, community, and other stakeholders are actively engaged and share responsibility for developing lifelong learners.
A rejoinder to this agenda is that school teachers shall attempt to pursue research enterprise to seek answers to learners’ need; educators’ dilemma; administrators’ and policy makers’ queries and stakeholders expectations.
