The Professional Regulation Commission (PRC) has prolonged the acceptance of the Continuing Professional Development (CPD) Undertaking until December 31, 2024, to make the renewal process more convenient for professionals. This decision, outlined in Resolution No. 1773, s. 2024, underscores the PRC’s dedication to adjusting its policies to suit the changing needs and challenges faced by licensed professionals.
Under the authority of the Republic Act (R.A.) No. 8981, or the “PRC Modernization Act of 2000,” the PRC is empowered to establish necessary rules and regulations for executing its functions and improving its services. Section 10, Article III of R.A. No. 10912, the “Continuing Professional Development Act of 2016,” mandates CPD as a requirement for renewing Professional Identification Cards (PICs) for all registered professionals under the Commission’s jurisdiction.
To accommodate professionals who initially couldn’t meet CPD requirements, the Commission allowed them to submit an undertaking during the initial implementation of R.A. No. 10912. This undertaking required committing to completing a specified number of CPD credit units, in addition to the required units, during the subsequent renewal cycle.
Considering the persistent challenges posed by the COVID-19 pandemic, the Commission extended the acceptance of the CPD Undertaking until December 31, 2023, through Resolution No. 1577 (s. 2022). This extension aimed to assist professionals facing difficulties meeting CPD requirements due to ongoing pandemic threats.
President Ferdinand R. Marcos, Jr. lifted the State of Public Health Emergency throughout the Philippines via Proclamation No. 297 (s. 2023). Responding to this development, the Commission issued Memorandum Order No. 98 (s. 2023) to provide a transition period for CPD compliance in line with the changing health situation.
Despite the efforts, the implementation of Memorandum Order No. 98 (s. 2023) raised concerns from professionals struggling to fulfill CPD requirements during the renewal of their PICs. In response, the Commission found it necessary to further extend the acceptance of the CPD Undertaking.
Therefore, through Resolution No. 1773, the Commission formally decides to extend the acceptance of the CPD Undertaking until December 31, 2024. Professionals encountering challenges in meeting CPD requirements now have an extended timeframe to fulfill their obligations and renew their Professional Identification Cards.
