One of the issues in educational aspects is the dismal showing of Filipino students in achieving specific learning outcomes. The ignorance and contempt for learning evident in many aspects may be because of the cultural factors specifically related to information and communication technologies and schooling values, thereby affecting a significant level of learners’ interest, performance, and achievement in school. Philippine basic education faces formidable challenges that demand the next generation of college graduates be capable leaders with expansive understandings of technologies, honed skills of critical thinking, and the abilities to collaborate with diverse groups to solve problems and create change.
Quality of education has become an important issue faced by the Department of Education because of the impact of COVID-19 on globalization and competition among education providers. All countries are encouraged to provide quality of education, at all levels amidst pandemics because of academic, social, political, and economic advantages. To succeed in the expansion of educational provision, educators must have to improve and sustain the quality of the education system. They need to identify and address the challenges in enhancing knowledge and skills in order to engage in the use of higher education. This is a powerful tool to build a knowledge-based information society of the 21st century. To recognize these basic facts, the institutions must perform a multiple role by creating new knowledge, acquiring new capabilities, and producing a knowledgeable human resource pool through challenging teaching, research, and extension activities so as to balance both the need and the demand. In the provision of structure approach, the quality of input and process will shape the quality of outputs that graduate from the education system. Improving knowledge and skills is not a one-time situation. It is a continuous process involving sustained efforts.
