        One of the most important issues facing education is the proper engagement of the school and community as partners in the application of knowledge to all learners during pandemic situations. It is recommended to ensure that quality of education will not be compromised.  Hence, Alternative Delivery Modalities (ADMs) are utilized for the continuity of education.          

        At home-based learning, parents as partners are needed to be encouraged to act as para teachers with their children for the achievement of quality assurance activities. That is why, even parents nowadays are seeking additional information for their own learning that will be needed in conducting comprehensive tutorials to their children.

        Although some of the parents might not be 100% involved themselves in partnership at modular distance learning, it does not mean that their children will not achieve and gain learning. Since online distance learning and radio-based instruction are also driven by interest, educators, DepEd officials and other local government units are required to deliver and improve the appropriate tools needed for ODL and RBI. Different trainings are also provided to all teachers for proper distance learning approach wherein the tools and resources are presented with numerous affordances that the school and community can take advantage of.

       Though there is a doubt that home-based learning is really the answer to our nation’s problem in terms of enhancing students’ knowledge, the Department of Education needs to implement it and encourage the internal and external stakeholders for strong partnerships in order to meet the “new normal’ needs for the success and continuity of children’s education.
