A dynamic and efficient staff dedicated to  education is necessary in order to maintain a constantly improving educational program. Therefore it is the responsibility  of educational leaders to recruit and employ the best qualified personnel to staff the public schools in the District of Mariveles. Some research has stated that the quality of any school system depends more upon the quality of its staff than upon any other factor and that no school can be better than its teachers.

            From leadership theory studies, school and educational leaders have always sought a teacher hiring process that would make selection efficient reliable and valid. Educators understand the value of the teacher hiring decision. An effective teacher is more likely to make substantial difference in the education of students than in an ineffective teacher. Through thoughtful analysis and refinement of the teacher selection process, educational leaders can identify and employ the most effective teachers whether locally hired thru the School Board Funds or a chance to be chosen as regular or permanent teacher, which would enhance the quality of education received by students.

             A valid system for selecting teachers is much more than a group of individual  reaching consensus. A good selection system should result in the hiring of teacher-applicants on the basis of  qualification not on criteria unrelated to the position being filled. The objective of the selection process is to choose the “best” individual for  a particular position from the available candidates.
