It refers to the learning system designed to provide a viable alternative to the existing formal education structure. It is intended to address the needs of the Out-of-School Youth and Adults who could not avail of formal schooling.

Functions:

  • Plans, implements and evaluates Continuing Education (CE) programs and projects of the Bureau;
  • Utilizes results of studies on the needs, problems and resources of Out-of-School Youth and Adults in planning and implementing CE programs and projects of the Bureau;
  • Updates and improves CE programs and projects of the Bureau on the basis of evaluation results;
  • Submits reports on programs and projects of the Bureau on the basis of evaluation results;
  • Participates in inter-agency meetings regarding development of effective programs and projects for Out-of-School Youth and Adults; and
  • Strengthens linkages with other DepEd and non-DepEd Offices involved in continuing education for resources sharing.
  • Provides a system for assessing levels of literacy and other nonformal learning achievement covering basic and functional education skills and competencies designed to be comparable to the formal school system.
  • Offers an alternative pathway by which Out-of-School Youth and Adults earn an education qualification comparable to formal elementary and secondary level.
  • Enables target learners to gain reading, writing and numeracy skills to meet their learning goals to improve their economic status and function more effectively in society.
  • Completers of the Basic Literacy Program (BLP)
  • Unemployed /underemployed OSYs and Adults.
  • Elementary and Secondary School drop-outs.
  • Industry-based and domestic workers
  • Others who have not graduated from elementary or secondary school want to continue learning
  • BP-OSA learners
