Many of the members of the non teaching group are as important in public relations as are members of the teaching staff. Their contact with the public and certainly with certain segments of the public, may well make or break a public relations program.

Non teaching staff formed an integral part of the educational system and their services were indispensable in the quest to enhance quality education.

Staff such as drivers, accountants, office and security personnel, among others, had to bee recognized because they variously played a vital role in the educational system.

They, therefore, needed government and other development partners to support them grow to be able to deliver to the educational system.
