To meet the needs of expanding population of Higher Education Institutions, the Graduate Education Association of Chartered Colleges and Universities of the Philippines (GEACCUP III) in coordination with Commission on Higher Education (CHED) held its annual congress on March 16, 2013 at Pampanga Agricultural College, Magalang, Pampanga.
The theme of this year’s congress is “Enhancing Quality Assurance through Outcome-Based Graduate Education”. Hon. Ruperto S. Sangalang, CHED Commissioner served as the keynote speaker.
To uplift the quality Graduate Education Programs, Sangalang highlighted RA 7722 i.e. “Empowers the Commission on Higher Education to, among others, rationalize programs and institutions of higher learning; and to monitor and evaluate the performance of programs and institutions for appropriate incentives as well as imposition of sanctions.”
He also pronounced enrolment growth in Teacher Education Program by almost 23 percent from 2005 to 2011 hence to go with this increasing demand various HEI emerged. In light with this, CHED mandated HEIs to strengthen the curriculum and instruction, faculty, students and student services, institutional support, physical facilities and learning resources, and research and extension services in lined with the Outcomes-Based Graduate Education or commonly known as OBE.
He said that Under CMO 46 s. 2012 universities are expected to focus more on graduate education and research. He also cited that based on OBE, there should be outcomes in graduate education like publications in refereed journals, both national and international,books published by reputable printing presses and patents and inventions etc. Futhermore he mentioned the criteria of SUCs to operate to take the lead role in enhancing the quality of Philippine higher education towards global competitiveness and world-class scholarship as to CMO 36, s. 1998 or the Policies and Standards on Graduate Education.
