A growing body of Research has found that School Facilities can have a profound impact on both teacher and students outcome. With respect to teachers, school facilities affect teacher recruitment, retention, commitment and effort. With respect to students school facilities affect health, behavior, engagement, learning and growth in achievement. Thus research generally conclude that without adequate to serve large numbers of students with complex need.
According to the US General Accounting Office [GAO] almost three fourths of the existing US School in 1996 was constructed before 1970 of these School about one third of Schools had need of extensive repair of replacement and almost two third had at least one. They found out most schools lack 21st century facilities in the form of Infrastructure, laboratories and instructional space. More than half do not have sufficiently flexible instructional space for effective to take place space thus, facilities quality is an important predictor or teacher retention and student learning. The physical and emotional health of students and teachers depend on the quality of the physical location which makes establishing safe, healthy buildings essential.
The School and classroom climate of public schools do not encourage the proper and conducive environment for this implementation of eLearning materials to Schools. The appropriate funds for teaching and learning materials are not supplied; the Schools are not considered, but ignored. The children will not have the opportunity to benefit from the advantage of eLearning concerning their future learning cannot be implemented at schools per curriculum if there is no availability of eLearning materials and training of the respective people. Most schools [i.e. many of the schools are private] have adopted eLearning as a new approach to teaching and learning. However, the e Learning implementation challenges faced by schools have constantly negatively on its successful utilization learning comes with some challenges apart from the non-availability of its materials, such as ICT equipment, nut the educational sector should make their findings for effective implementation.
In the 21st century, learning has become important and the driving force; and not only in the education department. This encourage students to take responsibility for their own learning to build self-confidence. It also motivates the teachers to enjoy what they are paid to do and acquire more knowledge. According to the Economic Commission for Africa, the ability to access and use information is no longer a luxury, but a necessity for development. Unfortunately, many developing countries, especially in Africa are still low in ICT application and use [Aduwa Ogiegbean and Iyamus, 2005].
The above statement is perfectly true to what is happening in several school without eLearning facilities or any form of information computer technology. This will somehow affect the standard of education students with regards to use ICT in the modern world. The introduction of Learning in Schools have an important and positive impact on teaching and learning. The role of eLearning can play an extensive part in education if properly adopted. Problems such as poor policy, curriculum, project implementation and poor infrastructure work against the quality of teaching and learning with the use of ICT.
The Guidance Counselors may have the opportunity to help the students who are need more guidance, advice and solution of the problem. And the Schools can implement challenges faced by schools have constantly impact negatively or its successful utilization
